Conscription
- The relationship between nation states and their peoples has changed substantially. Are people less patriotic? Maybe they are less willing to follow their leaders’s calls to war?
- Do nation states care more about consent than they used to? Or have they grown more timid? Perhaps they are acting on an everyday awareness of popular opinion gleaned from social media, for example.
- Are contemporary leaders more likely to follow popular opinion than lead it? Even Putin and Trump are hardly leading, unless one thinks gaslighting their nations and the world counts.

Conscription, Industrial Mobilization, and the Russo-Ukrainian War
Russia’s war against Ukraine has been marked by an effort to avoid universal (manhood) conscription. It is the regime’s war, so to speak (a “special military operation”), not a people’s war.
On the other side, Ukraine uses conscription because it is indeed a national or people’s war for them. It is a fight for their very survival. Russia is even treating each and every Ukrainian as a “legitimate” target. But even Ukraine has avoided calling up younger men. It seems they lack the political consensus to do so.
I thought about this again when Vance made his historically ignorant accusation in the White House that Ukraine’s military manpower situation was so bad that they had to force men into the army. It’s as if Vance had never heard of the draft in the United States. Or he doesn’t know that “conscription” means “draft” in modern U.S. military history. Regardless, conscription is what countries do when they believe the national stakes are extremely high. If Vance had read any histories of war over the past couple centuries, he would know this.
One notable exception to conscription in national or total wars: Britain tried to fight the First World War with only volunteers, and they succeeded up to a point. By 1916, however, they had to institute conscription as well (“Military Service”). Little wonder. That war in particular had a ravenous appetite for men.
I’ve been thinking about the issue of conscription for another reason. Western leaders have spent the first three years of the Russo-Ukrainian War trying to prevent average citizens from feeling any pain. They’ve avoided spending the money necessary to mobilize our defense industries sufficiently to support a Ukrainian victory and form a credible deterrent to Russia (and China).
This avoidance points to one or all of the following developments in democracies and authoritarian kleptocracies alike:
I have no answer here. It just feels like the post–Cold War era of increasingly volunteer armies and neoliberal economic policies is being challenged by the demands of Mars and his acolytes, even if few have come to accept the consequences of this shift.
Reading about Israel's Inequitable Application of Military Conscription
In Thursday’s Hareetz, Ofer Aderet offers some useful background on the exemption of yeshiva students from military service. In 1948, there were only some 400 yeshiva students. Preserving their schools seemed a priority in the wake of the destruction of so much Jewish learning. The exemption was supposed to be temporary, but it still exists. Nowadays, there are more than 60,000 yeshiva students, and the religious and cultural situation of 1948 improved decades ago. Given Israel’s current security situation, there is enormous societal pressure to make the burden of mandatory military service equitable. The current government, which includes ultra-Orthodox Jews, has avoided doing so, but the High Court of Justice ruled it has to. John Strawson talks about what this means for Netanyahu in a question-and-answer piece in The Conversation. This second piece assumes less background knowledge on the part of the reader, while also going a bit deeper into the current political context.
Links to developments closer to home: Conscription, what Americans call “the draft,” is a powerful tool for war, but it requires a broad political consensus about the justness of the war and a sense that conscription’s implementation is fair. The U.S. Army and its political masters learned this lesson the hard way during the Vietnam War, after which the country moved to a volunteer force. By contrast, the Federal Republic of Germany held onto conscription until 2011 because its political leadership valued the link between military service and citizenship, a liberal tradition with roots in nineteenth-century political, military, and constitutional developments. Conscription is still in the country’s Basic Law, but the number of people being called up made conscription inequitable and therefore untenable, at least during a time when a major war in Europe no longer seemed likely.

Anshel Pfeffer’s analysis draws on the time-tested framework of civil-military relations. First and foremost, there is the conflict between the prime minister and his generals. Netanyahu is right to insist on the primacy of civilian political control of the army, but he has apparently never learned the value of taking counsel from his generals. Worse, he is resorting to using a stab-in-the-back conspiracy theory about the generals. People familiar with fascist takeovers will get very uncomfortable with this rhetoric.
Besides the conflict between the civilian and military leadership, there is the army itself, the IDF, whose ranks include conscripts and men and women called back because of their obligations in the reserves. There might be people who escape military service in Israel, but its army is more closely linked to civilian society than any in countries that use all-volunteer professional militaries. That places limits on how irresponsibly it can be used.
Historiographical Impasse
Atrocities in the Franco-Prussian War, 1870–71

An essay on the Franco-Prussian War (1870–71) that I wrote last year appeared in print this fall in a book about war atrocities from the Middle Ages to the twentieth century.1 The essay focuses on German soldiers and French civilians using the example of the Bavarians. It examines why soldiers sometimes departed from generally accepted standards in Europe about sparing civilians the effects of war as much as possible.
The war began as a "cabinet war" that the German leadership hoped to win quickly through a series of decisive battles of annihilation. In this way the state, led by the king and his cabinet, would maintain control over the war effort and not face any undue influence from civilians, whether its own or those of the enemy. After destroying the Second Empire's army at Sedan, however, France refused to capitulate. Its people toppled the empire and vowed to fight on. The German leadership had a "people's war" on its hands that it took five more months to win. While the French and Germans fought most of this war with conventional means between armed forces organized by the state, the war also saw substantial civilian involvement that had the potential to lead to an ever deepening spiral of violence.
The most extensive contact between soldiers and civilians occurred as a result of the German military policy of living off the land, which made German forces more mobile. To maintain discipline, officers were supposed to take small details of soldiers to requisition what animals, fodder, and food their units required. Requisitioning resembled theft in that those whose property the German officers took had no choice in the matter, but it differed insofar as the German officers issued receipts for what they took. These would be paid off by whichever side lost. German forces were also quartered on civilian households. These circumstances enabled soldiers to pursue their own private initiatives. If their "hosts" would not give them what they needed, the soldiers often took it.
More famous, however, were reports of armed French civilians called francs-tireurs. While their number was not great enough to present a strategic threat, the German forces did have to devote some 120,000 soldiers to their lines of communication. Armed incidents led the invading soldiers to shoot suspected partisans summarily, burn down houses and even villages where such incidents occurred, and use hostages, most famously on locomotives. While some reactions had an ad hoc quality to them, the common thread was the notion of "military necessity." The German forces found the actions regrettable but necessary, in order to prevent the war from lasting longer than necessary. The idea was to counter French "terror" with measures so harsh that the French would see the error of their ways and refrain from any further resistance.

My source base for this research was published personal narratives, that is, letters, diaries, and memoirs. Most of them came from Bavarian soldiers and officers, though I drew on other German narratives by way of comparison. It is in some ways surprising how freely the fighting men wrote about these events, but what they were describing was either acceptable in their minds or told in relation to what lines they believed the French had crossed.
One phenomenon I found little mention of was the hostage-taking. This might be because the Bavarian veterans felt they had crossed a line, although it is also worth noting that their units were not as heavily involved in maintaining lines of communication in the rear, which is where the hostage-taking occurred. Recently I learned more about this subject from Heidi Mehrkens' new book, which includes a section on the German military using hostages on locomotives. Mehrkens' book is also helpful, because it uses archival sources that confirm the impressions I gained about relations between soldiers and civilians from the published primary sources.
Outsourcing Revisited: Doonesbury at War
Checking out his email in the kitchen and talking to Reverend Sloan, B.D. says:
Man, does Ray seem down lately. He keeps asking if people at home still support the troops—as if most Americans actually had a personal stake. Emotionally, we outsourced this war—to a professional class that mainstream America has almost no contact with. Most people are completely baffled why anyone would serve. Ray has no idea how isolated he really is.
Zonker sits down and says, “Boy B.D., when you’re right, you’re right.” Boopsie, B.D.’s wife, agrees and asks, “Should we send Ray something to show we’re thinking of him. Zonker suggests a box of medals. “Don’t soldiers like medals?” Enthusiastic, Boopsie replies, “I know B.D. does. Good thought!”
Meanwhile, B.D. is covering his face with his left hand and looking down in disbelief, disgust, or despair, while the reverend tells him, “You can rest your case.”
